GERMANY'S ENV. AGENCY (UBA)
KEY CONTRIBUTOR AND FISCAL LEADER IN CARBON PRICING
This award recognises Germany's Federal Environment Agency (UBA) as a Key Contributor and Fiscal Leader in Carbon Pricing. This commendation acknowledges the robust operation of its National Emissions Trading Scheme (NEHG), which, since its launch in 2021, has made a significant contribution to global carbon pricing revenues.
A standout feature of Germany's approach is the strategic allocation of all NEHG proceeds to the Climate and Transformation Fund (KTF). This fund is specifically earmarked for financing crucial climate protection programmes, advancing sustainable transport initiatives, and enhancing energy efficiency across the nation. This exemplary revenue recycling model effectively demonstrates how carbon pricing can directly fuel a comprehensive green transition.
Germany's foresight is further evidenced by its decision for the NEHG to be superseded by the broader EU ETS 2 from 2027. This proactive integration of a domestic system with a larger regional scheme reaffirms the nation's commitment to strategic and collaborative climate policy. Furthermore, UBA's substantial funding and co-chairmanship of the International Carbon Action Partnership (ICAP) underscore its profound fiscal and strategic commitment to global decarbonisation, extending its influence and leadership well beyond its own borders.
