SAFEGUARD MECHANISM FOR INDUSTRIAL DECARBONIZATION

This award is bestowed upon Australia’s Clean Energy Regulator (CER), recognised for its Safeguard Mechanism for Industrial Decarbonisation. This award highlights the exemplary implementation of a reformed, mandatory, and intensity-based mechanism specifically targeting large industrial facilities across Australia, marking a significant stride in the nation's climate policy.

Since July 2023, the mechanism has been operating as a sophisticated baseline-and-credit system. This design actively incentivises industrial emissions reductions by annually lowering facility-level emission baselines by a consistent 4.9% until 2030, thereby directly aligning with Australia's ambitious national climate targets. The system's inherent operational flexibility is a key feature, permitting the strategic use of high-quality domestic offsets, known as Australian Carbon Credit Units (ACCUs), with clearly defined justification thresholds, which promotes a cost-effective compliance pathway for regulated entities.

This robust framework is meticulously designed to focus specifically on the profound decarbonisation of key high-emitting sectors critical to the Australian economy, including mining, heavy industry, and waste management.
